Is it possible to configure V to exit to the current directory when started from a DOS prompt?

No. There is no way of doing this.

The best you can do is to open up another DOS prompt in the current directory by pressing Alt+C

the supported way assume you know what the share name are

If you don't know the name you should be able to expand the Network branch of the Explorer tree to locate it.

While working in the new tab, I click on Favorites, then click on c:\data. V immediately goes to the 1st instance of c:\data instead of opening c:\data in the new tab. This is a feature - not a bug! I'm not sure why I did this. Either someone requested it or I thought it was a good idea at the time...

if it exists it will try to display shared info and it might prompt for a userid/password to that system
